Significant New Use Rule for 2,2,3-Trifluoro-3-(trifluoromethyl)oxirane , 428-59-1:
What is the Significant New Use Rule (SNUR)? SNUR not associated with a Consent Order. EPA has determined that potential uses different from those already in commerce (i.e., for existing chemicals) or identified in a pre-manufacture notice (i.e., for new chemicals) may result in increased exposures to, or releases of, the substance. For new chemicals, use of the chemical in a manner other than as described in the SNUR is a Significant New Use. For existing chemicals, resumption of a discontinued use identified in the SNUR or in a manner other than described in the SNUR is a Significant New Use. Entities that wish to commence or resume use of the chemical substance for a significant new use must notify EPA before the new use begins or resumes through submission of a SNUN so that EPA has the opportunity to review and, if appropriate, place restrictions on the new use.

    • In view of the potential risks to human health that may be posed by a significant new use of TCBO, EBH or HFPO, EPA encourages potential Significant New Use Notice submitters to conduct tests that would permit a reasoned evaluation of risks posed by these substances when utilized for an intended use. The Agency believes that the results of carcinogenicity, mutagenicity, reproductive effects, and other chronic effects testing would help characterize the principal potential adverse health effects of concern to the Agency. The EPA further encourages persons to consult with EPA before selecting a protocol for testing.
